Working at Height Failure Underlines domestic CDM pitfalls

Romanian labourer Ioan Vancea fell five metres from the partly demolished roof of a two-storey house in Golders Green, London, suffering a number of serious and potentially life-changing injuries including a fractured spine.  Investigation into the incident revealed that no scaffolding had been provided and the work was not being supervised.  Furthermore the HSE inspectors who visited the site two weeks after the incident found that unsupervised demolition work was still being carried out.

A number of serious matters were identified apart from the issues of unsafe working at height, including asbestos, which had been removed from the house and was found in a pile by a neighbouring property’s hedge, and in broken pieces mixed in with other debris.
